The NDIC is a national banking institution with assets valued at $1 billion. It is equally owned by the government and commercial banks. According to the law, each part has to contribute $50 million to NDIC annually but the government owes the Corporation $700 million as it has not paid its dues since 1996.
ABL’s proposal suggests exempting the government from its accumulated dues. In exchange, banks will pay the government’s dues in addition to $800 million in three years in exchange of its 50 percent stake.
The first $500 million will be paid this year, according to ABL officials. NDIC will thus be managed by the Central Bank of Lebanon and commercial banks.
The purchase would would save $50 million annually in governmental dues. It requires the modification of NDIC's law which requires the Parliament approval.
