July 14, 2011- Minister of Water and Energy, Gebran Bassil, said citizens are now welcome to file complaints against administration employees in cases of law violation or bribery. However, Bassil said, all complaints should be backed with solid proof. Video and audio recordings, pictures, or documents, can be accepted as evidence, he said.

The Minister said complaints can be filed through Liban Post or directly to the Ministry.

According to Bassil, administrations within the Ministry of Water and Energy suffer major setbacks. He said administrative vacuum in the General Directorate for Oil is 58 percent, while it rises to 81 percent in the Directorate of Exploitation. Administrative vacuum in public water institutions ranges between 46 and 79 percent, and that in the Electricité du Liban rests at 65 percent, said Bassil.
