12 operators prequalify for oil and gas drilling rights

Two consortiums have so far been formed with the intention of bidding for offshore oil and gas drilling rights. French oil giant Total owns 80 percent of a consortium with Russia’s Lukoil. Russia’s state-run company Rosneft and US’ ExxonMobil announced earlier that they will bid jointly in the offshore exploration and production tender.

Consortiums bidding for drilling rights must include at least two firms, including one operator which represents the consortium and manages operations.

UK’s Cairn Energy had said earlier that it had formed a consortium with US firm Marathon Oil, and Lebanon-based CCEnergy, an affiliate of contractor company CCC. But none of these firms were shortlisted as an operator. The consortiums have not been officially announced yet.

46 firms from 23 countries have been shortlisted for the first licensing round. Prequalified firms include 12 operators and 34 non-operators. Initially, 16 firms had applied for prequalification round as operators, and 38 firms had applied as non-operators.

The tender protocol and the contract model will be announced on April 30. Consortiums will start bidding placing the bids on May 2. Tender results will be announced in November.

The Ministry of Energy and Water (MoEW) and the Petroleum Authority had issued a decree to sell drilling rights in 10 separate offshore blocks. The decree should be ratified by Cabinet and announced in line with the awarding of the first licenses. But not all plots will be awarded during the first license round.
